Section I. The Club
1.1. Plymouth Soccer Club (PSC) is registered with the IRS and the State of Wisconsin as a 501(c)3 Non-profit corporation. PSC’s Articles of Incorporation and Bylaws shall supersede these guidelines.
1.2. Club Purpose: from the PSC Bylaws: “The specific Mission of the PSC is to create a passion and joy of soccer in the community of Plymouth through outstanding sportsmanship, play, coaching, and training.”
1.3. PSC is affiliated with the Wisconsin Youth Soccer Association, and the Bavarian Soccer Club in Milwaukee, Wisconsin.
1.4. Non-profit: As a non-profit club PSC seeks to manage fees at a level that enables ongoing development of the overall soccer community including the improvement of fields, equipment, as well as player and coach development.
Section II. The Board of Directors
2.1.Officers: The Board of Directors (Board) Officers comprise: President, Vice-President, Secretary and Treasurer. All officers shall serve, according to the Bylaws a one-year term and shall be elected by the Board at the Annual Meeting.
2.2.Members: Additional Board Members serve on the Board serving a specific Club task.
2.3.Meetings: Board meetings are typically held monthly, time and location are set at each meeting for the subsequent meeting. Individuals from outside the Board may request time to speak at a Board meeting in writing stating the topic of discussion to the Board President within 48 hours of the scheduled monthly meeting. The President and Secretary shall keep track of typical monthly meeting agenda items and insure deadlines are met.
2.4.Fiscal Year: The fiscal year shall be January to December. The Annual Meeting shall be held in December to elect next year’s officers.
2.5.Job Duties:
2.5.1. President: Chair meetings, set the meeting agenda along with the Secretary, assist in fund raising, make field condition decisions, and act as the primary spokesperson for the Club.
2.5.2. Vice-President: chair meetings when President is unavailable and oversee practice field assignments.
2.5.3. Club Administrator: Primary communicator to the Board, creates meeting agenda and minutes and coordinates the time and location of meetings.
2.5.4. Treasurer: Maintains all financial accounts, reconciles accounts monthly, insure all bills, invoices and payments are made in a timely manner, collect and distribute all Club mail, present a monthly report to the Board of beginning balance, income, expenditures and closing balance. Create an annual budget for Board approval. Keeps all official and legal documents including filing necessary tax documents (currently 990 and annual report with DFI) for the club.
2.5.5. Registrar: determine (with the Board) registration closing dates, advertise registration, coordinate and create rosters, oversee any necessary paper registrations.
2.5.6. Indoor Coordinator: Reserve gym times, assist Registrar in creating rosters, create game schedule, communicate with all coaches, players and Official Coordinator the schedule details and oversee set-up and take down on Sunday afternoons.
2.5.7. Officials Coordinator: Oversee the training, instruction, development and certification of officials for all non-select games, schedules referees for all games and PSC tournaments, and communicates with the Treasurer to facilitate official’s pay. Organize, with the YMCA Coordinator, all rescheduling.
2.5.8. Communications: acts as liaison communicating between the Board, coaches and parents.
2.5.9 .Equipment & Field Manager: oversees the maintenance of practice and game fields, maintains an inventory of all PSC equipment, makes any purchases necessary under $100 and recommends other equipment purchases to the Board for approval and arranges those purchases,

Webmaster: maintain the club website ensuring all information is accurate and up to date, coordinate access to other necessary users like the Registrar and Treasurer as well as someone to make cancelation updates when needed, provide access to Coaches for Team pages, create registration forms and online payment options, oversee domain registrations and email name creation.
2.5.11. Tournament Director: Plan and organize the tournament including advertising (flyers, emails, etc.) develop brackets and schedules, order trophies and medals, contact coaches and teams with details, coordinate concession items, facilitates the recruitment and schedule of volunteers.
2.5.12. Uniforms & Sponsorship Coordinator: Obtain quotes for new uniforms including cost breakdown for Board approval. Coordinate with the Registrar for team make-up and sizes. Recruit and solicit existing sponsors. Insure sponsor information is included on uniforms. Complete orders and make distribution arrangements. Provide order information to the Select Managers and Coaches.
2.5.13. Select Coordinator: Obtains volunteers & develops a schedule, communicates scoring process to volunteers, communicates process to coaches, oversees results and team selection, communicates with coaches and managers, coaches respond to all players in their team’s age category on results, ensures completeness so that all player families receive some club contact within a week of try outs, coordinates communication to families/players where placement was not possible due to age.
2.5.14. Select Administrator: Schedules dates for select try outs at QQO fields. Maintains club information on Wisconsin Youth Soccer and US Youth Soccer websites, sets up select try out registration and select acceptance registration link in League One software, sends out info to club and managers as appropriate for deadlines, links, dates, etc. invoices teams, tracks and follows up on amounts due, communicate with team managers and coaches on WYSA rules/regulations and deadlines, enters team information and assigns players/coaches/managers in League One for purpose of rosters and cards. (Managers must also apply for their team separately with payment prior to deadlines). Obtains rosters from teams to compare to player registration prior to securing player cards. Obtain team info from managers related to team name, coaches, uniform, division, etc. to duplicate in roster/card request.
2.5.15. Select Field Scheduler: Schedule all home game dates and assign field times coordinating with QQO manager. [Respect Lakeshore league field time reservations through 1:00PM on Saturdays.] Work closely with Referee Coordinator to manage times on heavy, area high school tournament dates and plan consecutive game times in order to utilize Officials teams efficiently. Communicate promptly with team managers. Enter home game times in League One scheduling system prior to deadline to avoid $100 per day late fine. Communicate reschedule policy to team managers. [Reschedules are only approved for valid reasons according to policy, i.e.: Team is double booked or if team’s black out dates were not honored. These are only valid if identified during open reschedule window. Weather related reasons are the ONLY valid excuse once the reschedule window has been closed and the season is starting.] Make sure field scheduler contact information is available to managers prior to their application deadline.
2.5.16. U6, U8 Coordinators: Both coordinators work with the Registrar setting up teams as per the team guidelines. They are responsible for scheduling games. Assist Uniform Coordinator in picking out team shirts. U8 Coordinator works with Officials Coordinator to insure officials are scheduled for all games.
2.5.17. Lakeshore Coordinator: The Plymouth SC will sponsor teams to play in the Lakeshore League. The teams include U10 coed, U10 girls, U12 coed, U12 girls, U14 coed and U14 girls. The Lakeshore Coordinator will work with the Club Registrar to create an equal number of players per team and act as the liaison between the YMCA and Plymouth Coaches. The League is governed by the Sheboygan YMCA. Communicate the schedule to Quit Qui Oc (QQO).
2.5.18. Coaching Coordinator: Will train and develop volunteer Coaches. Coaches MUST meet SafeKids criteria of WYSA. The focus will be training and developing non-select coaching skills. Performs background checks on all coaches before the start of the season.
Section III. Team Guidelines
3.1.Naming: all teams shall add Plymouth Soccer Club name to their selected name for purposes of league registration, tournament play, and team administration (i.e. checking account setup). Select Teams will select their team name at their initial team meeting prior to team registration with WYSA.
3.2.Age Descriptions:
3.2.1.U6 & U8: Fall and spring season both run for six weeks. Fall games start the first Saturday after Labor Day, and the spring season starts the end of April. Fall registration opens late June and closes the first week in August. Fall registration automatically includes the spring session as well! Spring supplemental registration (for those who DID NOT play in the fall) opens in March and closes early April.
3.2.2.U6: The goal of U6 soccer is to let the children have fun with the game of soccer and be eager to come back. They will learn basic soccer rules and should be allowed to run freely while getting used to kicking, dribbling, and chasing the ball. A size 3 ball is used and the kids should also have shin guards and athletics shoes or soccer cleats. For the games, we play with 5 players and a goalie on the field at one time. The coaches will also be the referees during the game to help guide the players in the right direction.
The U6 age group consists of 4-5 year olds, based upon their birth year. Teams have between 7 and 10 players and are co-ed. We try to have two coaches per team and they are usually parent volunteers who sign up at the time of registration. U6 teams play for 5 or 6 weeks in the fall and then again with the same team in the spring. Games are held at the Quit Qui Oc Complex in Plymouth near the concession stand. U6 games are usually scheduled at 12:00 with the first 30 minutes as time to practice and the last 30 minutes a game. There are no additional practice times during the week for this age group. They play two 12 minute halves with a small break for half-time.
3.2.3.U8: age group is for six and seven year olds. All teams are co-ed and have a maximum of 12 players per team. At this age level the Plymouth Soccer Club encourages fun activities that teach the basics of soccer. All players get equal playing time and have the opportunity to play all positions. Players are expected to wear shin guards and cleats (soccer only, no football or baseball cleats allowed) or comfortable athletic shoes.
U8 players practice for one hour up to two practices a week. Games are played Saturday mornings at Quit Qui Oc (QQO) Sports Complex, the U8 age group plays only other PSC U8 teams so all games are at home at QQO.
3.2.4. U10 to U14 Academy or Lakeshore Teams: Players in the U10 to U14 age range play in the Academy / Lakeshore program. There are two practices per week normally lasting 1.5 hours in length. Teams play half of their games at home with the other half played in the area at the opposing team’s field. Currently the Lakeshore District runs from New Holstein in the North, Random Lake in the South, and Sheboygan to the East including the communities within this area. These are the teams you will be playing during your Fall/Spring season. Additionally, teams may travel outside of Sheboygan County to tournaments.
Games are played Saturdays. Practices are held weeknights twice a week. If a team chooses to play additional tournaments each player will pay additional amounts to cover those cost. These fees will be paid by check to the team manager and are above the basic registration fee. Academy coaches are established coaches that are in the process of getting, or already have their WYSA State E level license. Academy Coaching Application can be downloaded filled out and sent to president@plymouthsc.org.
3.2.5.Select: PSC select teams play under the direction of the Wisconsin Youth Soccer Association (WYSA) and follow WYSA rules and regulations. Select home games are played at QQO and away games are at state-wide locations.
3.3.Coaches: PSC coaches are all volunteers. Coaches are given one free registration or it’s equivalent upon completion of a full season of coaching. Select Coaches must complete a “Select Coach Application” found on the PSC website. The Select Coaching Coordinator and the Club President approve coaches. All WYSA coaching rules apply. Please see WYSA website for details.
3.4.Officials: The PSC The PSC Board will reimburse Plymouth area officials the certification fee upon presentation of proof of attendance and successful passing grade and officiating 8 games. Officiating PSC games will be paid: $12 U6-U8; $15 U10-U14. Officiating Select games will be paid per WYSA fee schedule.

Emergency Equipment:
First Aid Supplies: First aid kits and ice packs can be found on a shelf in the back supply room of Quit Qui Oc concession stand. Keep 1-2 ice packs with your practice equipment at all times.
Roles of First Responders
A. Immediate care of injured individual, including first aid and CPR
B. Activate EMS by calling 911. Provide name, address, phone number. Specify location of emergency. Give number and conditions of individuals injured and care being given to the injured
C. Direct EMS to the scene. Designate an individual to meet EMS and direct them to injured individual
D. Crowd control. Designate an individual to help with crowd control.
Directions for EMS: Address to give when calling 911- EMS has school addresses programmed in. You will need to give directions to injured player in relation to entrance of school building.
Concussion Management- If athlete is suspected of suffering a head injury remove from practice or competition and have athlete evaluated by physician. See Coach’s Corner page on PSC website in regards to return to play procedure

- Toro Fields- East of 3424 Cnty Rd. PP, Plymouth. NOTE: IF YOU ARE ON THE BACK FIELD FARTHEST FROM MAIN ROAD EMS NEEDS TO KNOW THIS AS THEIR ATV VEHICLE MAY BE NEEDED TO ATTEND TO INJURED PLAYER
- Greenbush Firehouse: Southwest corner of intersection of Hwy 23 and Sugarbush Rd.
- Quit Qui Oc sports complex- 1555 Riverview Rd. Know where your field is in relation to the main entrance.
- Inclement Weather/Lightning Safety-
- When thunder is heard, or cloud-to-ground lightning is seen, the thunderstorm is close enough to strike your location. Suspend play and take shelter immediately. Safe shelters: concession stands, restrooms, vehicles, buildings
- 30 minute rule: Wait at least 30 min. after last thunder is heard or flash of lightning is seen before resuming play or wait for official to give clearance.

Spine Injury/Unconscious Athlete/Cardiac Emergency-
- Spine Injury- Do not attempt to move athlete and activate EMS by calling 911
- Unconscious athlete- activate EMS by calling 911
- Cardiac emergency- activate EMS by calling 911
Heat Illness-
- Remove athlete from hot environment
- Remove excess clothing or equipment
- Encourage hydration
- Monitor vital signs and temperature
- If condition does not improve send athlete to emergency room
Cold Illness-
- Remove athlete from cold environment
- Warm the affected areas
- Asses the condition of the athlete, and if necessary, refer to the hospital
